There is beauty in the idea of democratization. However, it is important to tread carefully. Movie review bloggers may give too much information about the plot or not explain their views on a film. The film-making environment can change dramatically during filming. This can lead to unforeseen risks for a production. Some risks may be familiar, while others may not have been addressed before. Film has many potential risks.

Given that Film is one the most risky industries, should they not be required to inform communities in detail about what’s happening in their backyard?
In our locality, it is common for residents to receive information from the council regarding the plans and locations where they can be consulted. Film production companies don’t always disclose the details of dangerous activities involved in filming in certain areas, towns, or countries. Often these activities pose a greater threat to the community than building a building.
Because of the risk of their competitors knowing their plans, the film industry won’t communicate or consult with the community in detail. Even though explosions and fire can be controlled, there are still dangerous elements that are present. There is always risk in dealing with them.
This is one example of a reason to not communicate or consult, but sometimes at the cost of ethical and moral value, where members are unaware of exact details when they should be more informed.
There are many risks in film, and there is a sister industry to television. One need only look at how often journalists and camera crew risk their lives in volatile countries to get a story for a major station.
Film has a high risk of stunts. However controlled, they are still dangerous. If a stuntperson dies, the film will go ahead. This extreme example of Risk Benefit is where death is used to gain immortality and success. Similar views are shared by the military and special forces.
Given the importance of risk in film, I find it surprising that Film and Risk is so neglected by scholars and academics today. This is why I chose to study this subject in my Risk and Project Management program. These topics and the film industry were areas where I found a gap in my knowledge. These are some of my experiences while researching the subject.
I was unable to locate sufficient examples of Project Management Model being applied in the film-making process. This is despite the fact that it is quite simple to apply, considering all the processes used by the film industry.
There are many “Risk Management Plans” on the internet for different industries. However, the Film Industry did not have one.
– The ‘Australian Film and Television Industry Safety Guidelines’ (144 pages) has been available in draft format for 10 years. There are many Safety Considerations that must be considered.
– The Paddington, Sydney Library did not have any books or published material about Project Management in Film. These areas are extremely relevant and applicable to film-making. One wonders why there isn’t more information.
– Despite the huge collection of books about film-making at Fox Studios, The Australian Film Television and Radio School Library were unable to find any books on ‘Risk Management’ or ‘Project Management’. The knowledge gap was something that both librarians I spoke to were surprised and baffled by when I asked them for details. Although they believed they had all the information you need on filmmaking in their library they didn’t have the right information for me, which is perhaps the most important thing to learn about film.
– Besides that, few professionals in the industry are open to discussing their work, and Screen Australia, a government body, is not interested in providing examples for ‘Risk Management Plans’ from previous films due to ‘privacy’ concerns. This excuse is very poor. Many Project Management and Risk Management students can easily ask their industry type to get a copy. However, in Australia it seems that it is closed and unhelpful.
One rare moment occurred while I was researching this topic. A lady, whose name I won’t give out, was resigning from a job. She also sent me a small sample of a “Risk Register” for film production. This information was very helpful to me. As I suspected, the Risk Register was exactly the same type of ‘Risk Register’ you would use in any business type. Sometimes, I find the film’s secrecy unnecessary!
Based on my understanding of the Film-making Process and the Risk Management Process, I developed a blue, grey, and yellow model.
Despite the fact that every film is set in a different environment, there are certain aspects of Risk that are applicable to every film.
Although Project Management and Risk are not taught in film school, they can be added to the student’s knowledge and understanding of their industry. This will help them to manage and handle risks better. The majority of learning institutions teach students an in-depth understanding of the risk principles that apply to their industry. Film industry professionals should do the same.
Many people agree that the film industry is shrouded with secrecy and mystery giving the impression that their way of running it is unique. My research has shown that the film industry isn’t unique or exclusive. It is just as any other business in terms of the way it operates and the processes it uses. However, it may be the most risk-averse.
